Envelopes change hands. Cameras click. Smiles are rehearsed.\u00a0The message is subtle but unmistakable:\u00a0\u201cSee, we have always cared.\u201d<\/i><\/em><\/p>\n The people, of course, are expected to forget the long silence that preceded this sudden generosity. They are expected to ignore the timing, overlook the performance, and accept charity as a substitute for sustained leadership.<\/p>\n It is not just assistance;\u00a0it is theatre.
