The Independent National Electoral Commission (INEC) is facing mounting scrutiny over the integrity of its Preliminary Register of Voters, following public outrage over photographs suspected to have been generated by artificial intelligence (AI).<\/p>\n
Thos has prompted the commission to launch a review of questionable registration records.<\/p>\n
The controversy has raised fresh concerns about the reliability of voter registration data, the safeguards governing the electoral process and the possibility of technical or procedural failures in the compilation of a register that will determine eligibility to vote in future elections.<\/p>\n
INEC, however, has urged Nigerians not to treat the disputed online document as the final certified register, insisting that the verification process is still ongoing and that identified irregularities will be addressed before certification.<\/p>\n
In a statement issued on Wednesday, Mohammed Kudu Haruna, Chairman of the commission\u2019s Information and Voter Education Committee, said the preliminary register remained open to scrutiny, claims, objections and corrections in accordance with established procedures.<\/p>\n
Haruna explained that the register uploaded to INEC\u2019s website on October 26, 2026, was the same preliminary document physically displayed at Registration Areas across the country between October 9 and 15 under the Display, Claims and Objections exercise.<\/p>\n
He said the exercise was specifically designed to enable citizens and stakeholders to examine voter records, identify inaccuracies and report suspicious entries for investigation and possible correction.<\/p>\n
The commission disclosed that questionable registration records had already been identified and flagged during the physical display exercise. It has since commenced a review of the affected entries to determine the appropriate corrective measures.<\/p>\n
However, the emergence of photographs suspected to be AI-generated has intensified questions about how such images entered the registration database and whether existing verification mechanisms were adequate to detect potentially fabricated identities or other forms of irregular registration.<\/p>\n
INEC said it was investigating the circumstances surrounding the disputed photographs, including the possibility of technical or procedural lapses. It did not, however, announce any final findings on the cause of the anomalies or establish that electoral fraud had occurred.<\/p>\n
The commission also cautioned against interpreting the online publication as a reflection of all the data-cleaning work currently in progress. According to Haruna, the published document remains the original preliminary register and does not incorporate every correction or review being undertaken.<\/p>\n
The distinction is significant: while the preliminary register provides an opportunity for public scrutiny, the final certified register is expected to reflect the outcome of the relevant verification, adjudication and correction processes.<\/p>\n
INEC welcomed citizens and stakeholders who brought the questionable photographs to public attention, acknowledging the importance of public vigilance in identifying weaknesses and improving the credibility of the electoral system.<\/p>\n
The commission said it would take appropriate action based on verified findings and provide further updates as the investigation progresses.<\/p>\n
It also reaffirmed its commitment to completing the outstanding verification and data-cleaning exercises before the scheduled certification of the final Register of Voters on December 15, 2026.<\/p>\n
The unfolding controversy places the commission under pressure to demonstrate that the concerns are being addressed transparently and that any weaknesses uncovered will be corrected before the register is certified.<\/p>\n
Beyond the immediate questions surrounding the photographs, the episode highlights the growing challenge electoral authorities face in an era when AI technology can produce convincing synthetic images that may be difficult to distinguish from genuine photographs without appropriate verification tools.<\/p>\n
For INEC, the task now extends beyond assuring Nigerians that the register is preliminary. The commission must establish how the questionable images entered the system, determine whether the affected records meet registration requirements and demonstrate that its corrective measures are sufficient to protect the integrity of the final register.<\/p>\n
